For an underskirt, like the one pictured here: http://hk.pg.photos.yahoo.com/ph/ling_lam2005/detail?.dir=bc3bscd&.dnm=feddscd.jpg&.src=ph, is it usually made with an elastic waistband or a zip and button waistband? Which one would look better?

I'd make it with elastic. It'll be much easier (and after all those ruffles, easy is good), and it'll probably be more comfortable for an underskirt.

I personally always prefer rectangular skirts. It gives you a nice poofy cupcake shape, and it's a whole lot easier!

I'd make it as big as a normal skirt, so it fits over petticoats and won't get smooshed under and overskirt.

I prefer zip and button/hook for an outer skirt, because of how it gives a more 'finished' look, in my opinion. But for an underskirt, just elasticize the thing. I'm going to be starting one soon, and that's what I plan to do with it, since no one else will be seeing the waistband of it and, as it's already been said, it makes the job a lot easier :)
