Would this be Loli-able?

I don't have the money to buy brand dresses, but I was wondering if you think that this dress is alterable to end up as a (plain) lolita dress. This is a dress my Mom got me and it's slightly too big, so I altered it to lace up the back with ribbon. In this picture I'm wearing it with two skirts under it, to show what it looks like if poofed out (kinda).
I've got some DIY skills, but I'm no seamstress either. I am going to make a petticoat to go under it but I want to know what else you think would look cute. Is the neckline too low?
Please ignore how bad the picture is, I promise I don't look quite that bad.

A cutsew ribbon and larger lace and trims on the neckline, two small bows on each side... a line of lace ribbon at the underbust, gathering one side of the waist higher to accentuate the waistline and covering the gathered part with a bow... a layer or black frill over the bottom of the skirt, and a layer of lace at the end of it...
Sorry. I'm already planning the whole thing out. *laughs* But it's definitely loli-able.
