Petticoats and bloomers

I noticed some lolitas have their petticoats showing and some that don't.
Is it alright to get a petticoat that's 5-10 cm shorter than your skirt?

By the way, how many layers should a petticoat be? Is one layer enough or should I add a few more layers of tulle or some similar type of fabric? (organdie?)
