To get the right flounce, it needs a layer of gathered silky lining with ...well, I'll just post pics for you to make construction WAY easier! (can it be 20 inches long with a flat waistband in front and a bit of elastic in back? I'd like for the fit to be from 28 inches to 35 inches...)
Also, is a bow in back, made of the same fabric as the skirt, with each end attached at the sides of the waist and pulled back to make a bow (to cover the elastic) possible?
