I got it from this lady on ebay, I totally reccommend her! ITs about $27 for a normal petticoat (Which I have two of, and are totally great!), or 35-ish for a big one like I'm wearing in the picture ^___^ She's super nice too! She special ordered me one in white ^__^

What a lovely skirt! Often when I see pictures of people doing cosplay or EGL outfits, it seems like they've forgotten just how puffy the petticoats are supposed to be. But yours are just perfect! Great job!
