You can pull off the lolita look even with a short pleated schoolgirly skirt! :3 Couple any skirt with a cool, breezy matching or coordinating top (think lace again, or light blouses and see-through tanks or tees), and you're good to go!
As for accessories (in case you're wondering), limit it to one necklace and MAYBE a bracelet or two... You could pull off a pair of light gloves or armwarmers, but these tend to get hot and sweaty before dusk, when the air cools a bit. A bonnet to keep the sun out of your eyes might be nice. :3
I can take pictures of myself wearing "summery" EGL outfits, if you want proof that it works. :3
