Actually, historically, bloomers were longer, and created by Amelia Bloomer to wear more like we wear pants today, with a tunic type top, instead of under skirts.

Drawers are the pant like undergarmet that's not meant to be seen.

It's pretty cute, I think. When it comes to lolita, the names applied to garmets don't always mean the same thing, though. So, I believe that you're right about the differences between the two.

Well, for loli outfits, the undergarment is typically called bloomers. That's what you probably want to go for.
