Ok not online but the bibles are essential for Lolita-chans and you can find one head-dress pattern in like half of the bibles and in the tezukuri gosurori mook there's several.

the pattern's just a rectangle anywhoo.
I'd cut two rectangles the same size and then put the right sides together, then sew down the two longer sides (if you want lace down the longer sides, sew these into the seam here as well)...turn this inside out and then turn down the two smaller edges pin in some ribbon in the centre, topstitch along each side.
That's how i'd make it.
