don't even bother looking over sea's. That stuff is simple and easy to find in any asain mall etc.
This just depends on where you live. Anywhere there's a china town you'll find clothing like that. Not even in japanese stores as much as chinese.

The top you could even just find a tank top and alter it slightly.

It looks similar to Black Peace Now. Anywho.. if you're looking for a cheap way to make this outfit I'd:
Get a high-necked tank top
Find a short black skirt and just sew some ruffled wide black lace around it.

You might not even need to sew ruffles on, try layering a few skirts. That'll give you the puffiness XD Check out any markets and asian shops. Good luck! n__n

No pics of the stockings, but they're brand new, micro-mesh, lace top. Size 8 1/2, which is very small. If you wear about a size 6 or 7 shoe, they're perfect.
