Hmm..just wondering if anyone has made the typical EGL style skirt before? like the girl in white here:

I'm sure you knew what I meant anyway!!
What I'd like to know is...from a basic skirt block, how would this style of skirt be made?

The typical loli skirt is just a simple full, gathered skirt. Sometimes they are gored skirts as well. I'm pretty sure the one you gave for an example is a gathered skirts.
There are directions for making said types of skirts here (http://home.aol.com/lclacemker/easyskirt1.html), here (http://home.aol.com/lclacemker/goreskirt1.html), and here (http://homepage.ntlworld.com/crispin.roche/flounce.htm).
Hope that helps! ^___^

The pattern for a gothic lolita skirt looks something like a large trapezoid, which is then gathered at the top and has a waist-band and zip sewn into it. If you're looking for a good pattern, you can't go past the Tezukuri Gothic & Lolita book!
