I think Stargazer makes a nice white pressed powder. (It goes on evenly and doesn't rub off) They are also cruelty-free and Vegan.
They have it here-

and lots of other places.

Another way to have nicely white skin without looking like a clown is to actually go to *cringe* Hot Topic and buy some of their stark white foundation. Then take it home and mix a few drops of it with a few drops of your own foundation. Keep playing with the ammounts and mixtures you want until it looks right to you, but dont just put on the white plain because it looks very odd alone. Finish it off with either a bit of transparent loose powder or baby powder and apply the rest of your make up normally.
Hope this helped ^_^

It is liquid, and I think it would be ok to apply to arms. However, no makeup goes on well over hair, not even powders. Performers who have to apply make up to their bodies often shave there first. I understand why you dont want to shave your arms though, I got in the habit of it in highschool and I still have to do it. You might try putting it on and then rubbing it into the skin as much as possible to prevent it from rubbing off or clumping on the hairs too much. Hopefully, rubbing it in would also help it not rub off on your clothes.

yup she's right *gag*hot topic carries the manic panic (i think that's it) white foundation, that stuff is great, it mixes really well with any foundation... run in, grab it, run out lol

Stila (available at http://www.sephora.com) has a pretty good white pressed powder too...

Oohh, I love your icon *_* *clings to her arm*
^_^ It's in one of my favorite VNV Nation songs. I wish I had one that was simular, but I don't really have any pictures I can think of that would go with it if I were to make such an icon..

Another option is Ben Nye makeup, which is used in photography, theatre, and film. They have a wide variety of FX bases (for you use I'd recommend something like their "Fairest" or "Geisha.") and are often supplied through large beauty stores and anyone specializing in performance type stuff (costume rentals, etc.).

They have loose and pressed white powder, as well as Powder Sheets (I've used Rice Powder Paper for years and creating white powdered paper for we gothy gals is just genious!). They also have white foundation.

I've ordered from Amphigory before and found them to be friendly and their products high quality.

Well to me going all out WHITE would just look horrible. Your not going to be on stage in bright lights, your going to be moving about and definetly Not wanting to reapply, fix and generally take alot of time if it smears.
Why not get a thick white powder and go for a whiter look but with your natrual pinkish tones showing through? This way you can blend towards your neck and sleaves without it getting all over your clothes along the hem line.
Besides most porcelin dolls arn't white they're a slightly chalky looking fleashy color. A powder would give you that look.
I'd put your normal foundation on first to give the powder a base and to smooth out the color of your skin, otherwise the Very pink tones in your skin will show through horribly.

Hope that helped.

I second the Mehron and Ben Nye suggestions. They are mde for this kind of use, are generally skin friendly, and fairly stable-they don't rub off. Use baby oil to get any stubborn makeup off when you are done. Just be aware of what you are buying when you get them. Avoid clown white, it is really really thick, and crappy. I believe Ben Nye for a while in their theatrical packages had an 'elizabeth' (like the movie) or 'porcelain doll' type of collection, which had the best white for this in it. Also their pressed finishing powder is nice, although I find i t a little coarse if I use a setting spray (I use hairspray 'cause I'm cheap). Mehron sells an antipersperant powder, in neutral/translucent and white, it's avilable here http://www.mehron.com/retail/moreinfo.cfm?Product_ID=314 and possibly in smaller sizes elsewhere on the site.
A big problem I've encountered with this type of project is how very pink your eyes look next to white skin. I suggest looking into a good white pencil for the inner lids as well.

I used the mehnron " clown white" it went on REALLY well, but there is one thing. When you put it on it's still cream makeup. You have to powder over it just like any makeup. What I use to get the Kozi white... Baby powder. Put it in a sock and just pat your face as if you were using a powder puff. I know it sounds crazy, but thats what I did and you can see how well it works.

yeah it came off on my clothes, but not as bad as the mehnron would have. take an old towl and test it out. put it on your hand without powder and press the towl against it and see how badly everyhting sticks to it and how badly it smears and looks... basically crappy. Then do the same with podwer on it. The powder also evens it out. :)
