With a parasol, fan, handkerchief, layers of deodorant and perfume (sprayed ALL over the body), and shine-absorbing lotion under the makeup. The parasol is the #1 accessory -- it REALLY makes a difference! Japanese Lolitas don't carry them just for show, those parasols are what keep them going under the blazing sun. The hanky's not just decorative either, it serves the very useful purpose of mopping up sweat.
Even using all this stuff it's STILL not comfortable, but at least it becomes bearable...
Opt for square necklines, or just lower cuts than usual. Shop in places like Old Navy, Target, and various department stores. You'd be really surprised at some of the black/white lolitia-esque things you can find if you have an imagination. Just a few weeks back, I scored a black linen knee-high skirt from old navy that has lace and black ruffle trim. I then bought a short sleeved ruffled black top at Foley's that matched perfectly. Added some sheer black ruffled fingerless gloves, maryjanes, jewelry, and it turned out to be very cute. Not "real" EGL, but very much inspired, and sufficiant in triple digit heat.
But yeah, if you do wear black, go for linen, cotton, and rayon.
i convert to short sleeves/sleeveless in summer, or long sleeves of very light material. i don't wear much makeup, if anything just some lip gloss, waterproof mascara, maybe some budgeproof black eyeliner. circle skirts are actually really comfortable in the summer, because they're all loose and swingy.
I also live in texas and the heat can become quite unbearable. In the summer I usually switch to a cut-saw type of look like in Putamayo (I.E cute tank tops with adorned with lace and less poofy to the skirt). It helps a little bit. Also i would like to say you CAN still be egl without 20lbs of makeup.
that's the great thing about living in the city that doesn't sleep...it's easy to find work that'll fit your schedule...and your lifestyle ^_~
That sucks about the airconditioning though...my first job in HS was in a teeny tiny burrito shop with the kitchen literally on my back... during the summer that was awful, so I feel ya 0_o
oh my work place suits my lifestyle just fine - I live in S.F. so it's easy here as well. Right now I'm a costumer and I LOVE IT. The summer months I don't mind at all *8)
I have a lot of sundresses - I love the old vintage "Gunne Sax" brand dresses (you can find them on eBay a lot) - some of them are very EGL (some are more renaissance-y or country-loli or hippie-loli, but still cute) and you can even wear them in cold weather like a jumper with a blouse under them =)
as people say a parasol is extremly handy. I usualy wear little colors and really little fabrics. I don't wear much make up since the lolita style dosen't need very much make-up. I just wear litte fondation, very light eye make up, and some lip gloss and I am done.

I don't usually like the sun either ... but for some reason this year, all I want to do is lay out on a beach all day and bake. Really odd for me given that I'm usually teased for having such pale skin and always avoiding the light. Who knows? Although - I've come to the conclusion that it's just something I do, every five years I step out, rub my eyes and go "there's a sun out here? so that's where the light creeping between my blinds comes from!".
I have big boogs and I have an obsession with showing them off (Only in a decent sense. I don't go aroundd flashing people). I wear dresses with tiny waists, poofy skirts, and bustier chests. They have no sleeves, no straps, no nothing. It's a dress with bra cups. They look VERY EGL. Thing is, they're hard to find. and even harder to make.
yea - I train my waist, (daily wear corset) and it puts my breasts on display, also - they're a nice size, not too big, but they're there, so I like to show them off as well! those dress with sweet-heart neck lines are to die for!
