Help identifying an AP dress?

My friends always seem to have the best luck! First my friend Rosie finds an IW blouse in a goodwill, and now my friend Megan finds an AP JSK with matching headwear. She messaged me with a photo of an Angelic Pretty JSK she just found in a thrift-store and bought this afternoon. I can tell it's an older piece, but for the life of me, I can't find out what it is. Would someone be willing to help me identify her lucky prize?








The lucky dog, she's getting it with the head-piece too. The embroidery/screen printing down at the bottom is throwing me off. Thank you!
