Issues with Dear Lenore?

I've been having some problems with the company Dear Lenore
I was just wondering if anyone else is experiencing this because it's really gotten really irritating. I ordered two pairs of shoes from her on July 8. I paid the invoice that day, within an hour of the first PM. On July 11, she told me the shoes would be ready that Monday (July 15). On July 18, I asked if she sent the shoes. She didn't reply. I asked for information on my order again on July 22, then posted a comment on her page. After that, she replied saying she was going to send them the next day and posted a picture on her fan page with many shoes saying they were going to be shipped the next day. I saw a few people say that they saw their shoes, however, either she didn't make the shoes the way I wanted or mine weren't pictured. I paid no attention to this though and had faith that she would do as she says. On August 2, I sent her two messages asking if the shoes were sent and for a tracking number. I got no reply. On August 8, I left her a comment on her fan page asking if she was okay. She sent me a message saying this:

"Hi sorry! I do actually have them from more than a week ago but I've been having some troubles wuth my paypal (i reached that limit stuff and I still can't confirm any of my cards yet) and couldn't take the money to do the shipment..My apologies, but I did'nt want to answer before I have an exact date when I could do the shimpent. I kind of fixed that, and am able to do the shipment tomorrow, sorrry"

I don't really understand what she's talking about, but I still never got a tracking number from her. Everyone always says she works and ships so quickly, I don't understand what's going on. Honestly, it's not really that I've been waiting a month for these shoes, but more that her communication is horrible. I have to suck the information out of her and it's really irritating that she keeps telling me she is going to ship them, but doesn't. I'm so close to filing a Paypal dispute, but I really just want the shoes already.

Does anyone know or understand what is going on? Is anyone else going through this too? I don't really know what to do at this point...
