Tokyo Alice website. To sell or to buy?

Hi girls!

So, I was surfing on the web when I found the Tokyo Alice Website: http://tokyoalice.jp/

I know about their Rakuten Webshop but I don't understand if the items shown on their website are to sell or to buy. 

The prices are very cheap and there is a big "WANTED" wrote at the top of each item page but in the same time it always says something like "The price of this dress is usually a lot higher!". Who would say that when he wants to buy a dress for a cheap price? 

Well, the thing is, I don't understand because of a lot of contradictions on the website. So, to be clear, my question is: Can I buy the items shown on this website or are they WTB from tokyo alice themselves?
