What's this meta skirt?

egl_archiveRecently, I've taken to uploading GLB scans to my phone so I can take inspiration on the go for my sewing projects. But one skirt from GLB vol.7 has caught my attention:
It seems to be an old metamorphose temps de fille skirt, probably made of velveteen or the like. I've searched and searched but I can't seem to find anything about it anywhere. Does anyone have any information? It's just so intriguing.
