Just a quick question with poof!

I've just got a quick question. I recently bought a JSK that fit me perfectly and when I wear it it falls around just above my knees.

Now I have a cheap Leg Avenue petticoat. When I put on the petticoat I get so much poof that if I bend you can see all my business in the back xD.

Is it normal for so much poof in lolita? This is actually my first proper outfit so I'm a little concerned xD

EDIT #2: Would this be a an appropriate petticoat to get?
