dress question~ is it lolita?

Hello ^_^
this is my first time posting on egl so forgive me if this is a silly question but...

I found this dress at a local store in my town and it seemed loli-esque
so i thought i'd ask some experienced second opinions :)
could this dress be considered a lolita jsk?

i bought it and it sits at just above knew length and it accomadates a petticoat

i hope i don't sound too daft, thanks for reading ^_^
