hello lace Washing List + Rose Toilette Skirt (Black) Question

In a near future, we will start adding "Clothing Care" fields to the wardrobe entries. I'd like to ask for your help with filling in as many entries as possible. - Personal Washing Question -

I recently purchased a Rose Toilette skirt in black, and it came smelling pretty strongly of some sort of orange peel candy-type scent. The fabric is also sort of fuzzy, which is making the black parts look kind of faded. It's definitely not new-looking any longer. Is it possible to hand wash or machine wash it without causing further damage? And is there anything I can do about the fuzz? :/
