A few years ago I was having this same problem with babydoll dresses. I found several dresses in the "teenage" section of the Simplicity catalogues with tops that I liked, but the skirt parts were all wrong. So after much searching I bought two patterns and had my grandma meld together the top of one and the skirt of another, ending up with an empire-waisted dress with puffy sleeves and a full skirt. It's adorable and only took her a couple of hours to make.
As for Victorian blouses, there's one catalogue at JoAnn Fabrics (I think it's also Simplicity) that has a big costume section in the back, and one section is devoted to "Civil War-era" costumes - but these aren't cheesy costume patterns. They're really beautiful. There's one pattern that you can use to make four different blouses, and they all look very Victorian (although I don't think any of them have the lovely "leg-o-mutton" sleeves).
