Problems with Celga?

So about a month ago, February 18th, I had Celga bid on Item 1 for me. I paid my invoice in full and a week later, had them bid on Item 2 and won, paid my invoice and waited for both items to arrive in their warehouse on the "my celga" page so they could be shipped together.

Almost a month went by and only Item 2 had showed up as being in their warehouse, ready to be shipped to me. I emailed and asked about the status of Item 1 since it was bought first and was told that Keigo, the boss, was out of town and I should email again in a week. In the meantime, I asked them to ship Item 2, so at least I would have that.

When I got the package that supposedly contained Item 2, ($48 shipping... wtf. For a JSK and headband?) it was Item 1, the one that had been "lost". I emailed to tell them this and ask if I could have Item 2 that was not shipped but apparently in stock (and it really should be, since they did leave positive feedback for it on Y!J...), did not get a reply for a week and then after a second email, got a reply from Keigo yesterday morning stating briefly that "Your package was shipped on the 9th of March." That was the package containing Item 1! That's what my email said, even. I replied right away yesterday morning politely stating this, but of course, they did not reply yet. How unprofessional. They manage to invoice and reply to other minor questions in a very timely manner every other time I've dealt with them.

I'm wondering if I should cut my losses and get my money back (this is nearly $500 worth of clothes/shipping/fees) or be a little more patient. Should I file a PayPal chargeback? I've never paid them through bill pay and every transaction with them is on PayPal. I've never had to file a chargeback before and I've used Celga a few times and have been buying lolita in general for years now. This entire process is new to me. Is Celga just this slow sometimes? To me, it seems that they would reply to emails faster than that and not make lame excuses like "Keigo is out of town, remind me in a week."

Ideas? :(
