Secret shop tea party shoes sizing question-- I'm really confused now!!!

K so today I posted a WTB for SS tea parties size LL . A  girl commented saying that they run small, she wears LL and she has a 24.5 foot. http://community.livejournal.com/egl/12037050.html Now here, a girl says she wears size 8.5-9 US shoes and she fits in LL fine. I am a 8-8.5 in US shoes depending on the shoe, so wouldn't I definetly be able to fit an LL then? They say 25 cm and I believe my most comfortable shoes which are size 8 sneakers are approx 25 cm    
  
 
 So my questions...do they have much "give" in the material? 
 Do they really run small? 
 Does size "25 cm" mean it will fit a 25 cm foot, or does that mean the shoe itself is 25 cm ?
  
 
 I apologize because I'm well aware this has been asked before but the answers in the memories search function just confused me. If anyone else who is an LL could help that would be great, thanks :)  
 
 If worst came to worst I suppose I could resell on the Sales page, but I would not want to gamble unless they will fit. Thanks very much.
