Um, maybe if you went to a shop like spotlight [australia here not sure about there] they have big patterns and pictures that you can pick the pattern number of... like a giant catalogue.
Usually they get very helpful and maybe you can find a similar style in there and slightly alter it.

oh... you can always run to an op shop [if you have them] and rip apart the garnment and trace that... altering as you go along...

If i find a pattern a few sizes small, do you know how to transfer them to cooking paper whilst making more allowance than the pattern initially allows? or would you prefer something already in your size?

Hmm, it seems to me you need a bolero pattern, a puff sleeve top pattern and for the split skirt you need a round apron pattern x 2 (or create it youself). I don't have any links unfortunately.
