those are petticoats and usually meant to be worn under a skirt to give it more volume. you can easily find them on ebay however if you are looking to buy them in person, i have only found them at a costume shop. they are also called crilnolines and if for some reason you have a square dancing shop near you, that would be a great place to look. they have them in bridal shops as well however they are full length.

also, generally they run around $45 new or 20-30 on ebay.. they are easy to make if you dont care how they look but if you want most of it to be visible i would invest in a professionally made one

That would be a crinoline, looks like the soft-type used for square dancing, not really a skirt. Some people wear them on the outside, but there was a conversation a couple days back, not sure if it was on EGL or Metamophique at this time, on whether or not that was proper for Lolita. I think the general consensus was that only cloth covered types were proper for hard-core Lolita, but that in loser form of, say, neo-gothic-lolita that it was okay. If you look around online for Square Dancing apparel shops, or search Crinoline or Square Dance on Ebay you'll come up with a bunch of these. You can find them at vintage stores some times too, if you have a lot of those in your area. Hope this helps! ^.^

That is the EXACT same one I have.
I get them at a store here in vegas and they have all kinds of colors. they are $50.

If you want, send me $50 and I'll run down and buy you one. im dependable and just all aroudn nice like that =)

...anyone know sakura [ccs] 's dresses and outfits always seem to fly out at 90 degree angles... anyone with a good white petticoat with similar qualities...email me or comment back..or something... pref. with pictures and a price...

that petticoat up there looks really nice, but is missing the assumable 30 degree extra floof that i'd want.

Everyone here has great ideas on where to get a petticoat/crinoline--I live near a shoppe that sells vintage/retro/used clothing, and they have the best petticoats I've seen, new, tons of colors (pastels, black, and white), and they're usually only about $12 or less. If you like, contact me and I may be able to find one for you and work something out...I'm in California, by the way. =)
They also have lots of bloomers (in this case I specifically mean ruffled, thigh-length knickers to wear under the petticoat). Those are in black and white, and are about $8.

I love them under an especially full skirt, especially the ultra-girlie way they flounce when you walk! <3

for ebay try searching, "white petticoat" or "fluffy petticoat" because you will definitely find the style your img src is. ^^

That kind of pannier is best for circle or square-dancing skirts. If you want one from a gothic lolita outfit with a bell-shape, you use a different type of pannier (is is less fluffy than that at the bottom, and more so at the top). The Tezukuri gothic lolita book has some great patterns for how to make them! (I could make you one for about $20 if you're interested...)
