I need help and Badly.

I'd like tp make a skirt.
The material is in vertical stripes.
I'd like to to have a stiff waist band.
I should go find an example.

Like that at the waist!
Though not the bottom of the skirt! I'm adding some black velvet trim not a ruffle.
Anyways.
I'd like to know how to make the vertical stripes look...well virtical all around. I need to know how to lay it out etc etc etc before I cut.
I tried it on my own but failed Mizerably.
I dunno... could somebody kowledgable write out detailed discriptions?
Or better yet draw out a little tutorial.
I can't aford to ruin another two meters of fabric! Thanks for listening!
