Does anyone have any suggestions for how to make a petticoat like the one in this picture?

Do you think it's many layers? I really want to make a cotton-petticoat but I'm not sure how to, and all I can find is about how to make tulle-petticoats ^^;.
(this is the same petticoat)

I've got a few suggestions; the picture won't give me a lot of details but this may give you a place to start.

The top is made of one layer (A) with the top folded to the inside to create a casing for a drawstring or elastic. I can't tell if the drawstring-looking bow in the picture is functional or decorative. Make that call based on your preferance.

The second tier has two layers (B1, B2), each lightly gathered then sewn together with layer A sandwiched between them.

The third tier (C1, C2) has two layers, also lightly gathered. C1 is sewn to B1 on the inside (next to the body), and C2 is sewn to B2 on the outside (next to the dress). A bit of lace has been added to C2 in the picture. It looks like the C1 layer continues into a fourth tier (D) with is finished but a matching row of lace.

It's hard to tell how wide each tier is, that will depend on how long you need the petticoat to be. A rule of thumb I follow when needing to create a gathered waist is to divide my waist measurment by 1/3, then add that third to the base measurement. You may try increasing the length of each successive tier by 1/4 or 1/3 to create the extra needed to create that gather, but I'm not sure about that.

Hope that helps!

Personally, I'd make a regular petticoat and just put a lightweight cotton layer over it. [shrug]

Probably would... but would cotton "foof" that well? Foof above all is what I demand from my petticoat.

Cotton will generally give you a decent sort of foof, but it mostly acts to smooth out the line of the dress. If you wanted a petticoat not made of tulle, try using tricot or something similar. That will give you a definete poof, but not be the hassle that tulle sometimes is.
